Can BPM start event be timer

Hi, Just wonder if the BPM start evnet be a timer.

Means it can be started at certain configured time (specific date of each month)?

My requirements is to alert users when accounting document file does not arrive or processed, send out email notification.

I am investigating on PO solution and I know we can also have ABAP solution.
